Used, but as you can see GW is in pretty good shape!
I, believing I had found a Scott 85E, Z Grill, sent it off to American Philatelic Society for Certification...
....Well, it came back as an altered gill, Scott 69!
So this stamp, 69 is not certified but submitted as 85E is certified as NOT BEING an 85E!!!
Ah, what's a few thousand bucks!
